Rozsah univerzálnej služby

24. mája 2005 prijala Európska komisia Správu o revízii rozsahu univerzálnej služby v súlade s článkom 15 smernice 2002/22/EC (smernica o univerzálnej službe) a otvorila k nej verejnú diskusiu. Správa zahŕňa analýzu komisie a hodnotenie, či má byť súčasný rozsah univerzálnej služby zmenený alebo predefinovaný predovšetkým v súvislosti s mobilnými a širokopásmovými komunikačnými službami. Otvára tiež širšiu politickú diskusiu o zabezpečovaní univerzálnej služby z pohľadu celkového hodnotenia nového regulačného balíčka EÚ pre elektronické komunikácie. Ten by mal byť prijatý v roku 2006 a smernica o univerzálnej službe by v ňom mala byť celkovo prepracovaná.
On 24 May 2005 the European Commission adopted a Communication on the Review of the Scope of Universal Service in accordance with Article 15 of Directive 2002/22/EC (Universal Service Directive), which is open for public consultation. The Communication includes the Commission analysis and assessment whether the current scope of universal service should be changed or redefined in particular to cover mobile and broadband communications. It also launches a broader policy debate on universal service provision in view of the overall assessment of the EU regulatory package for e-communications scheduled for 2006, when the Universal Service Directive will be also reviewed in its entirety.
The Commission invites comments on the conclusions and longer-term issues presented in the Communication and on the associated Staff Working Paper.
Written comments should be sent to infso-b1@cec.eu.int by 15 July 2005 at the latest, and should be marked “Universal Service scope review” in the subject line.
